  “十四五时期是我国全面建成小康社会(hui)、实现(xian)第(di)(di)一(yi)(yi)个百年(nian)奋斗目标之后(hou),乘势(shi)而上开启全面建设社会(hui)主义(yi)现(xian)代(dai)化国家新征程、向第(di)(di)二个百年(nian)奋斗目标进军的第(di)(di)一(yi)(yi)个五(wu)年(nian)。中国共产党第(di)(di)十(shi)九届中央委员会(hui)第(di)(di)五(wu)次全体(ti)会(hui)议深入分(fen)析国际国内形势(shi),就制定国民经(jing)济和(he)社会(hui)发展十四五(wu)规(gui)划和二〇三五年(nian)远景目(mu)标提出以(yi)下建议。

  一、全面(mian)建(jian)成小康社(she)会(hui),开启全面(mian)建(jian)设(she)社(she)会(hui)主(zhu)义(yi)现代(dai)化国家新征程

  1.决胜全面建成(cheng)小康社会取得决定性成(cheng)就。十(shi)三五时期是(shi)全面(mian)建成小(xiao)康社(she)(she)会决(jue)胜(sheng)阶段。面(mian)对错综(zong)复杂的(de)国(guo)际形势(shi)、艰巨(ju)繁重(zhong)(zhong)的(de)国(guo)内改革(ge)发(fa)展稳(wen)定(ding)任务(wu)特别是(shi)新冠肺炎疫情严重(zhong)(zhong)冲击,以(yi)习近平同志为核心的(de)党中央不忘初(chu)心、牢记(ji)使命,团结带领(ling)全党全国(guo)各(ge)族人民砥砺(li)前行、开(kai)拓创新,奋发(fa)有(you)为推进党和国(guo)家各(ge)项(xiang)事业。全面(mian)深(shen)化(hua)改革(ge)取得(de)重(zhong)(zhong)大(da)突(tu)破,全面(mian)依法治(zhi)国(guo)取得(de)重(zhong)(zhong)大(da)进展,全面(mian)从严治(zhi)党取得(de)重(zhong)(zhong)大(da)成果,国(guo)家治(zhi)理体系和治(zhi)理能力(li)现代化(hua)加(jia)快推进,中国(guo)共产党领(ling)导和我国(guo)社(she)(she)会主义制度(du)优势(shi)进一步彰显(xian);经(jing)济(ji)实力(li)、科(ke)技实力(li)、综(zong)合国(guo)力(li)跃(yue)上新的(de)大(da)台(tai)阶,经(jing)济(ji)运(yun)行总(zong)体平稳(wen),经(jing)济(ji)结构(gou)持续(xu)优化(hua),预计二(er)(er)〇二(er)(er)〇年国(guo)内生(sheng)产总(zong)值突(tu)破一百万(wan)(wan)亿元(yuan);脱贫(pin)攻(gong)坚(jian)成果举世瞩目,五千(qian)五百七十(shi)五万(wan)(wan)农村贫(pin)困人口(kou)实现脱贫(pin);粮食年产量连续(xu)五年稳(wen)定(ding)在一万(wan)(wan)三千(qian)亿斤以(yi)上;污染防治(zhi)力(li)度(du)加(jia)大(da),生(sheng)态环境明(ming)显(xian)改善;对外开(kai)放持续(xu)扩大(da),共建一(yi)带一(yi)路成(cheng)(cheng)(cheng)果丰硕;人(ren)民生活水平(ping)显著提(ti)高,高等(deng)教育(yu)进入普及化阶段,城(cheng)镇新增(zeng)就业(ye)超过六千万人(ren),建(jian)成(cheng)(cheng)(cheng)世界上规(gui)模(mo)最大(da)的社(she)会保(bao)障体系,基本医疗保(bao)险覆(fu)盖超过十三亿人(ren),基本养老保(bao)险覆(fu)盖近十亿人(ren),新冠(guan)肺炎疫情防控取(qu)得重大(da)战(zhan)略成(cheng)(cheng)(cheng)果;文(wen)化事业(ye)和文(wen)化产业(ye)繁荣发展;国防和军队(dui)(dui)建(jian)设水平(ping)大(da)幅(fu)提(ti)升(sheng),军队(dui)(dui)组织形(xing)态实现重大(da)变革(ge);国家安全(quan)全(quan)面(mian)加强,社(she)会保(bao)持和谐(xie)稳定(ding)。十三(san)五规划目标任务(wu)即将(jiang)完成(cheng),全(quan)(quan)面(mian)(mian)建成(cheng)小康(kang)社(she)(she)会(hui)(hui)胜利在望,中华民(min)族(zu)伟大复兴向(xiang)前迈(mai)出了(le)新(xin)的一大步,社(she)(she)会(hui)(hui)主义中国(guo)以(yi)更加(jia)雄(xiong)伟的身(shen)姿(zi)屹(yi)立(li)于世界东(dong)方。全(quan)(quan)党全(quan)(quan)国(guo)各族(zu)人民(min)要再接再厉(li)、一鼓(gu)作气,确(que)(que)保(bao)如(ru)(ru)期打赢脱贫攻(gong)坚(jian)战,确(que)(que)保(bao)如(ru)(ru)期全(quan)(quan)面(mian)(mian)建成(cheng)小康(kang)社(she)(she)会(hui)(hui)、实(shi)现第一个百年(nian)奋斗目标,为开启(qi)全(quan)(quan)面(mian)(mian)建设社(she)(she)会(hui)(hui)主义现代化国(guo)家新(xin)征程奠定坚(jian)实(shi)基础。

  2.我国(guo)(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)环(huan)(huan)境面临深(shen)(shen)刻(ke)复杂变(bian)化。当前和今(jin)后一(yi)个时期(qi)(qi),我国(guo)(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍然(ran)(ran)处于(yu)重(zhong)要(yao)(yao)战(zhan)(zhan)略机(ji)(ji)(ji)(ji)遇期(qi)(qi),但机(ji)(ji)(ji)(ji)遇和挑(tiao)战(zhan)(zhan)都有(you)(you)(you)新(xin)(xin)的发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)变(bian)化。当今(jin)世(shi)(shi)界(jie)正(zheng)经(jing)历百年未(wei)有(you)(you)(you)之大(da)(da)变(bian)局(ju)(ju),新(xin)(xin)一(yi)轮科技革(ge)(ge)命和产业(ye)变(bian)革(ge)(ge)深(shen)(shen)入发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan),国(guo)(guo)(guo)(guo)(guo)际力(li)量(liang)(liang)对比深(shen)(shen)刻(ke)调整,和平(ping)与发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)仍然(ran)(ran)是时代主(zhu)(zhu)题,人类(lei)命运(yun)共同(tong)体理(li)念深(shen)(shen)入人心,同(tong)时国(guo)(guo)(guo)(guo)(guo)际环(huan)(huan)境日(ri)趋复杂,不(bu)稳定(ding)(ding)性(xing)不(bu)确定(ding)(ding)性(xing)明显增加,新(xin)(xin)冠肺炎疫情影响广泛深(shen)(shen)远,经(jing)济全球(qiu)化遭(zao)遇逆(ni)流,世(shi)(shi)界(jie)进入动荡变(bian)革(ge)(ge)期(qi)(qi),单边(bian)主(zhu)(zhu)义、保(bao)(bao)护主(zhu)(zhu)义、霸(ba)权主(zhu)(zhu)义对世(shi)(shi)界(jie)和平(ping)与发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)构成威(wei)胁。我国(guo)(guo)(guo)(guo)(guo)已转(zhuan)向高质量(liang)(liang)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)阶段(duan),制度优(you)势显著,治理(li)效(xiao)能(neng)提升,经(jing)济长期(qi)(qi)向好(hao),物质基础雄厚,人力(li)资源丰富,市场空间(jian)广阔,发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)韧性(xing)强(qiang)劲,社(she)(she)会(hui)大(da)(da)局(ju)(ju)稳定(ding)(ding),继续(xu)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)具有(you)(you)(you)多方(fang)面优(you)势和条件,同(tong)时我国(guo)(guo)(guo)(guo)(guo)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)不(bu)平(ping)衡不(bu)充(chong)分(fen)问题仍然(ran)(ran)突出,重(zhong)点领(ling)域关键环(huan)(huan)节改革(ge)(ge)任务仍然(ran)(ran)艰(jian)巨,创新(xin)(xin)能(neng)力(li)不(bu)适应高质量(liang)(liang)发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)要(yao)(yao)求(qiu)(qiu),农业(ye)基础还不(bu)稳固,城乡区域发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)和收(shou)入分(fen)配(pei)差(cha)距(ju)较大(da)(da),生(sheng)态环(huan)(huan)保(bao)(bao)任重(zhong)道远,民生(sheng)保(bao)(bao)障存在(zai)短板,社(she)(she)会(hui)治理(li)还有(you)(you)(you)弱项。全党要(yao)(yao)统筹(chou)中(zhong)华民族伟大(da)(da)复兴战(zhan)(zhan)略全局(ju)(ju)和世(shi)(shi)界(jie)百年未(wei)有(you)(you)(you)之大(da)(da)变(bian)局(ju)(ju),深(shen)(shen)刻(ke)认识我国(guo)(guo)(guo)(guo)(guo)社(she)(she)会(hui)主(zhu)(zhu)要(yao)(yao)矛盾变(bian)化带来的新(xin)(xin)特征新(xin)(xin)要(yao)(yao)求(qiu)(qiu),深(shen)(shen)刻(ke)认识错(cuo)综复杂的国(guo)(guo)(guo)(guo)(guo)际环(huan)(huan)境带来的新(xin)(xin)矛盾新(xin)(xin)挑(tiao)战(zhan)(zhan),增强(qiang)机(ji)(ji)(ji)(ji)遇意识和风险意识,立(li)足社(she)(she)会(hui)主(zhu)(zhu)义初级阶段(duan)基本(ben)国(guo)(guo)(guo)(guo)(guo)情,保(bao)(bao)持战(zhan)(zhan)略定(ding)(ding)力(li),办好(hao)自己的事,认识和把握发(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)规律,发(fa)(fa)(fa)(fa)扬斗争精(jing)神,树立(li)底线思维(wei),准确识变(bian)、科学应变(bian)、主(zhu)(zhu)动求(qiu)(qiu)变(bian),善于(yu)在(zai)危机(ji)(ji)(ji)(ji)中(zhong)育先机(ji)(ji)(ji)(ji)、于(yu)变(bian)局(ju)(ju)中(zhong)开新(xin)(xin)局(ju)(ju),抓住机(ji)(ji)(ji)(ji)遇,应对挑(tiao)战(zhan)(zhan),趋利避害(hai),奋勇(yong)前进。

  3.到(dao)二(er)〇三(san)五(wu)年(nian)基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)社会(hui)主(zhu)义(yi)现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)远景目(mu)标。党(dang)的十九大(da)对实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)第二(er)个(ge)百(bai)年(nian)奋斗目(mu)标作(zuo)出(chu)分两(liang)个(ge)阶段推进(jin)的战略安(an)排,即到(dao)二(er)〇三(san)五(wu)年(nian)基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)社会(hui)主(zhu)义(yi)现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),到(dao)本世纪中(zhong)(zhong)叶把我国(guo)(guo)(guo)(guo)建(jian)(jian)成(cheng)富强(qiang)民(min)主(zhu)文(wen)(wen)(wen)明(ming)和(he)谐美(mei)丽的社会(hui)主(zhu)义(yi)现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)强(qiang)国(guo)(guo)(guo)(guo)。展望二(er)〇三(san)五(wu)年(nian),我国(guo)(guo)(guo)(guo)经济(ji)(ji)实(shi)(shi)(shi)(shi)(shi)力(li)(li)、科技(ji)实(shi)(shi)(shi)(shi)(shi)力(li)(li)、综合国(guo)(guo)(guo)(guo)力(li)(li)将大(da)幅跃(yue)升(sheng),经济(ji)(ji)总(zong)量和(he)城乡居民(min)人(ren)均收入(ru)(ru)将再(zai)迈上新(xin)的大(da)台阶,关键(jian)核心(xin)技(ji)术实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)重(zhong)大(da)突(tu)破,进(jin)入(ru)(ru)创新(xin)型国(guo)(guo)(guo)(guo)家(jia)(jia)前列;基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)新(xin)型工(gong)业化(hua)(hua)(hua)(hua)、信息化(hua)(hua)(hua)(hua)、城镇化(hua)(hua)(hua)(hua)、农业现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),建(jian)(jian)成(cheng)现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)经济(ji)(ji)体(ti)系;基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)国(guo)(guo)(guo)(guo)家(jia)(jia)治理体(ti)系和(he)治理能力(li)(li)现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),人(ren)民(min)平等参与、平等发展权利得到(dao)充分保障,基(ji)本建(jian)(jian)成(cheng)法(fa)治国(guo)(guo)(guo)(guo)家(jia)(jia)、法(fa)治政府、法(fa)治社会(hui);建(jian)(jian)成(cheng)文(wen)(wen)(wen)化(hua)(hua)(hua)(hua)强(qiang)国(guo)(guo)(guo)(guo)、教(jiao)育强(qiang)国(guo)(guo)(guo)(guo)、人(ren)才强(qiang)国(guo)(guo)(guo)(guo)、体(ti)育强(qiang)国(guo)(guo)(guo)(guo)、健康中(zhong)(zhong)国(guo)(guo)(guo)(guo),国(guo)(guo)(guo)(guo)民(min)素质和(he)社会(hui)文(wen)(wen)(wen)明(ming)程(cheng)度达到(dao)新(xin)高度,国(guo)(guo)(guo)(guo)家(jia)(jia)文(wen)(wen)(wen)化(hua)(hua)(hua)(hua)软(ruan)实(shi)(shi)(shi)(shi)(shi)力(li)(li)显(xian)著增强(qiang);广泛形成(cheng)绿色(se)生(sheng)(sheng)产生(sheng)(sheng)活(huo)方式,碳排放(fang)达峰后稳中(zhong)(zhong)有(you)降,生(sheng)(sheng)态(tai)环(huan)境根本好转,美(mei)丽中(zhong)(zhong)国(guo)(guo)(guo)(guo)建(jian)(jian)设(she)目(mu)标基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian);形成(cheng)对外开放(fang)新(xin)格局,参与国(guo)(guo)(guo)(guo)际经济(ji)(ji)合作(zuo)和(he)竞争新(xin)优势明(ming)显(xian)增强(qiang);人(ren)均国(guo)(guo)(guo)(guo)内(nei)生(sheng)(sheng)产总(zong)值(zhi)达到(dao)中(zhong)(zhong)等发达国(guo)(guo)(guo)(guo)家(jia)(jia)水平,中(zhong)(zhong)等收入(ru)(ru)群体(ti)显(xian)著扩(kuo)大(da),基(ji)本公共(gong)服(fu)务实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)均等化(hua)(hua)(hua)(hua),城乡区域发展差距和(he)居民(min)生(sheng)(sheng)活(huo)水平差距显(xian)著缩小;平安(an)中(zhong)(zhong)国(guo)(guo)(guo)(guo)建(jian)(jian)设(she)达到(dao)更高水平,基(ji)本实(shi)(shi)(shi)(shi)(shi)现(xian)(xian)国(guo)(guo)(guo)(guo)防和(he)军队现(xian)(xian)代(dai)化(hua)(hua)(hua)(hua);人(ren)民(min)生(sheng)(sheng)活(huo)更加美(mei)好,人(ren)的全(quan)面(mian)发展、全(quan)体(ti)人(ren)民(min)共(gong)同富裕(yu)取得更为明(ming)显(xian)的实(shi)(shi)(shi)(shi)(shi)质性进(jin)展。

  二、“十四五”时期经济社会发展指导方针和主要目标

  4.“十四五时期经济社(she)会发(fa)展指导思想。高举(ju)中(zhong)(zhong)(zhong)(zhong)国特色社(she)会主义伟(wei)大旗帜,深入贯彻党的十(shi)九大和(he)十(shi)九届二中(zhong)(zhong)(zhong)(zhong)、三(san)中(zhong)(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)(zhong)、五(wu)中(zhong)(zhong)(zhong)(zhong)全会精神(shen),坚持以(yi)马克思列宁主义、毛泽(ze)东思想、邓小平理论(lun)、三个代表重要思想(xiang)、科学发展观(guan)、习近平新时代(dai)中(zhong)国(guo)(guo)特色社会(hui)主(zhu)义思想(xiang)为(wei)指导,全(quan)面(mian)(mian)(mian)贯彻党的(de)(de)基本(ben)(ben)理论、基本(ben)(ben)路线、基本(ben)(ben)方略(lve),统筹推(tui)进(jin)经(jing)济(ji)建(jian)(jian)设(she)、政(zheng)治(zhi)(zhi)建(jian)(jian)设(she)、文化建(jian)(jian)设(she)、社会(hui)建(jian)(jian)设(she)、生态文明建(jian)(jian)设(she)的(de)(de)总(zong)体(ti)布局(ju),协(xie)调(diao)推(tui)进(jin)全(quan)面(mian)(mian)(mian)建(jian)(jian)设(she)社会(hui)主(zhu)义现代(dai)化国(guo)(guo)家、全(quan)面(mian)(mian)(mian)深(shen)化改革、全(quan)面(mian)(mian)(mian)依法治(zhi)(zhi)国(guo)(guo)、全(quan)面(mian)(mian)(mian)从严治(zhi)(zhi)党的(de)(de)战略(lve)布局(ju),坚定(ding)不移贯彻创(chuang)(chuang)新、协(xie)调(diao)、绿色、开(kai)(kai)放、共享的(de)(de)新发展理念,坚持稳中(zhong)求(qiu)进(jin)工作总(zong)基调(diao),以推(tui)动高(gao)质量发展为(wei)主(zhu)题,以深(shen)化供(gong)给侧结构(gou)性改革为(wei)主(zhu)线,以改革创(chuang)(chuang)新为(wei)根本(ben)(ben)动力,以满足(zu)人民日益增长的(de)(de)美好生活需要为(wei)根本(ben)(ben)目的(de)(de),统筹发展和(he)安全(quan),加快(kuai)建(jian)(jian)设(she)现代(dai)化经(jing)济(ji)体(ti)系,加快(kuai)构(gou)建(jian)(jian)以国(guo)(guo)内(nei)大(da)循环为(wei)主(zhu)体(ti)、国(guo)(guo)内(nei)国(guo)(guo)际双(shuang)循环相互促进(jin)的(de)(de)新发展格(ge)局(ju),推(tui)进(jin)国(guo)(guo)家治(zhi)(zhi)理体(ti)系和(he)治(zhi)(zhi)理能力现代(dai)化,实(shi)现经(jing)济(ji)行(xing)稳致远、社会(hui)安定(ding)和(he)谐(xie),为(wei)全(quan)面(mian)(mian)(mian)建(jian)(jian)设(she)社会(hui)主(zhu)义现代(dai)化国(guo)(guo)家开(kai)(kai)好局(ju)、起好步。

  5.“十(shi)四(si)五时期经济社会发(fa)展(zhan)必须遵循的原则。

  ——坚持党的全面领(ling)导。坚持和完善党领(ling)导经济社会发(fa)展(zhan)的体制机制,坚持和完善中国特色社会主义制度,不断提高贯彻新发(fa)展(zhan)理念、构建(jian)新发(fa)展(zhan)格(ge)局能力和水(shui)平(ping),为(wei)实(shi)现高质量(liang)发(fa)展(zhan)提供根本保证。

  ——坚(jian)(jian)持以人民(min)(min)(min)为(wei)中心。坚(jian)(jian)持人民(min)(min)(min)主体(ti)地位,坚(jian)(jian)持共(gong)同富裕方向,始终做(zuo)到发(fa)展为(wei)了人民(min)(min)(min)、发(fa)展依靠人民(min)(min)(min)、发(fa)展成果由人民(min)(min)(min)共(gong)享,维(wei)护人民(min)(min)(min)根(gen)本利益,激发(fa)全(quan)体(ti)人民(min)(min)(min)积(ji)极性、主动性、创造性,促进(jin)社会公平,增(zeng)进(jin)民(min)(min)(min)生福祉,不断实现人民(min)(min)(min)对美好(hao)生活(huo)的向往。

  ——坚持新(xin)发展(zhan)(zhan)理念。把(ba)新(xin)发展(zhan)(zhan)理念贯(guan)穿发展(zhan)(zhan)全过程(cheng)和各(ge)领(ling)域,构建新(xin)发展(zhan)(zhan)格局,切(qie)实(shi)转变发展(zhan)(zhan)方(fang)式,推动质量变革(ge)(ge)、效率(lv)变革(ge)(ge)、动力变革(ge)(ge),实(shi)现更高质量、更有效率(lv)、更加公平、更可持续、更为安(an)全的发展(zhan)(zhan)。

  ——坚(jian)持深化(hua)改革(ge)(ge)开放。坚(jian)定(ding)不(bu)移推进改革(ge)(ge),坚(jian)定(ding)不(bu)移扩大开放,加强国家(jia)治理(li)体(ti)系和治理(li)能力(li)(li)现代化(hua)建设,破除制(zhi)约高质(zhi)量发展(zhan)、高品质(zhi)生活的(de)体(ti)制(zhi)机制(zhi)障碍,强化(hua)有利(li)于(yu)提(ti)高资源配(pei)置(zhi)效率、有利(li)于(yu)调(diao)动(dong)全社会积(ji)极性的(de)重大改革(ge)(ge)开放举措,持续增(zeng)强发展(zhan)动(dong)力(li)(li)和活力(li)(li)。
